Registered in 2000 as a sport of *Hosta* 'Richland Surprise', 'Richland Charmer' is a medium-sized cultivar distinguished by its blue-green leaves with broad gold margins that transition to greenish-yellow centers. The leaf blades exhibit a glaucous bloom on both surfaces and measure 6.5 inches (16.5 cm) long by 5 inches (12.7 cm) wide, with 9 to 10 vein pairs and slightly rippled, dark green margins 3.5 inches (8.9 cm) wide.

This cultivar reaches a mature diameter of 30 inches (76.2 cm) and a height of 22 inches (55.9 cm), with a slow growth rate. It performs best in partial to full shade, where the blue-green foliage and gold margins remain most vibrant. The green scapes rise 27 to 30 inches (68.6 to 76.2 cm) above the foliage.
